Web sites not responding

Just recently I have found that I am getting a number of websites that are 'not responding'. After using Ctrl Alt Del I have to close the program and restart. I am using Internet Explorer 8, my antivirus/security system is up to date, my MS windows updates are current and a full security scan shows no malware, viruses etc. Has anyone any idea what might be causing it and how I might rectify it?
