any tec reasons

I have just migrated to bt from be broadband. With be my upload speed was 1.3meg the full amount as contracted from supplier,now with bt supposed 2meg upload I am only getting 10kbs I have contacted bt as yet no improvement is there any good reason why the uploads should not be achieved
