Default Broadband Supply Fair Usage suggestion

Below is an email I sent to the office of fair trading, it was prompted because spending £90 for a BT engineer to increase my connection from 0.3 M to 0.9 M, I can now get caught by there fair usage limits, previously impossible for me to reach on my upto 20 M connection.

Dear Sir,
As you are well aware the 'upto' speeds quoted by all broadband companies are very misleading, they are probably correct for very few of their users,
If a body such as yourselves where to suggest that they charge, pro rata for the service they provide,
ie. if upto 40mbs is quoted, 10% discount if less than 20mbs provided 12% discount if less than 10mbs provided, etc.

two things would happen, the adverts would immediately change to more reliable figures, and the companies would have some incentive to improve their service.

if a secretary claims to type at upto 40 words a minute, would she get paid the same if she typed at less than 2 words a minute?

If this doesnt come under the matters for the Office of Fair Trade, what do you do?

If we the users dont complain, the companies can continue charging us full price and delivering ' their best' and claiming its great.
