What is the best broadband

I live in an area that gets just a standard connection (I think it said the top speed would be 7mb)

I need to use it for gaming mostly on a playstation 3, and if they didnt restrict trafic movements that would be great.....

So what is the best broadband package for a gamer, with only a 7mb max connection?
