Allegedly:
There is a hole in the BT T&C you can drive a bus through...
This should enable people to cancel their phone-line BT Broadband and move to a cable providers fast cheap deals.
BT sent everyone an email recently saying they are changing the T&C (mid-contract) and adding a termination charge if you don't wish to move to another provider. eg. You wouldn't if you were going from phone-line to cable broadband.

clause 6.3(b)
(ENDING THIS CONTRACT)
(b) the Customer gives notice to end the Contract within three months of BT notifying the Customer of an increase to the charges or changes to the Conditions in either case to the Customer's significant detriment
ps. Clause 6.3 also states early termination fees will not apply in this case.
Also in clause 6.2, you can give 28 days written notice in these circumstances.
